Import requirements & restrictions

  • Import licensing required

Import licenses are required into Ukraine for agricultural-quota goods, pharmaceuticals, chemicals, and radio equipment, generally issued via the Ministry of Economy. For some goods, product certification is a prerequisite to the import license; Ukraine's own UkrSEPRO conformity mark is being phased out in favor of EU-aligned technical regulations as part of Ukraine's EU-integration process. Since Law No. 3926-IX (effective 19 April 2025), tighter authorization requirements apply, and from 2026 the final-use/inward-processing customs regimes cannot be used without this authorization.
