Import requirements & restrictions
Import prohibited
Since 12 May 2026, free-zone investors in Syria may import used cars from neighboring countries ONLY for display in their own showrooms -- each importing investor must submit a written official pledge not to place the cars on the domestic market and not to register or sell them within Syria. General domestic-market used-car import otherwise remains restricted outside this narrow free-zone display carve-out.

Import licensing required
Syria's new General Customs Law (Decree No. 109, replacing General Customs Law No. 38 of 2006, issued under the post-2024 government led by Ahmed al-Sharaa) requires a valid Import License from the Ministry of Economy and Foreign Trade, alongside a legalized Certificate of Origin, and adherence to Central Bank foreign-exchange rules. A new harmonized customs tariff schedule (Decree No. 110) took effect in June 2026.
