Import licensing required
Since 1990, Andorra applies the EU's Common External Tariff to industrial goods (HS Chapters 25-97) imported from outside the EU, under its own EU customs union agreement -- these goods then circulate as if within the EU single market. Agricultural products (HS Chapters 1-24) are NOT covered by this customs union and remain subject to Andorra's own consumption tax instead of EU tariff treatment.
