A preferential rate only applies when both the shipment's origin and destination are current members of the same agreement -- membership alone doesn't guarantee a lower rate, but it's the first thing that has to be true. These are the 20 agreements on file today, from single-bloc customs unions to bilateral FTAs.

Regional blocs vs. bilateral agreements

AfCFTA, EAC, ECOWAS, SADC, and COMESA cover African regional integration; ACFTA, AITIGA, AANZFTA, CPTPP, RCEP, and the ASEAN-adjacent agreements cover Asia-Pacific; USMCA, CETA, EUJP, EUKR, ChAFTA, Mercosur, and the Pacific Alliance are the remaining bilateral or plurilateral agreements. A country can and often does belong to more than one.

Current coverage

108 countries have a preferential rate available under at least one of these agreements. Flat-rate customs unions and free trade areas (COMESA, EAC, ECOWAS, EFTA, EU, GCC, Mercosur, the Pacific Alliance, SADC) apply their rate to every HS code by default; the other 11 agreements carry real per-HS-code rates -- 1,093,413 rate rows in total -- sourced from each agreement's own tariff schedule or annexes.

Where this data comes from

Each agreement's membership and rate data is sourced from its own treaty text, annex, or the administering secretariat's published tariff schedule -- never estimated or interpolated from a related agreement.
