• Import prohibited

  Manufacture, import, and use of plastic carrier bags and flat plastic bags is banned in Kenya (Gazette Notice No. 2356 of 2017), reaffirmed under the Management and Control of Plastic Packaging Materials Regulations, 2024. Enforced by the National Environment Management Authority (NEMA).

• Pre-shipment inspection required

  General goods imported into Kenya require Pre-Export Verification of Conformity (PVoC) -- inspection and certification by a KEBS-appointed agent in the country of origin before shipment -- administered by the Kenya Bureau of Standards. Confirmed current via KEBS's own PVoC Manual v15 (kebs.org, dated 19 Feb 2026); inspection-agent contracts for general goods were renewed effective 19 Feb 2026.
