Import licensing required
A registered trade license, with a Certificate of Incorporation from the Ministry of Commerce and Industry (MOCI), is required to import commercially into Somalia; restricted goods separately require an import permit, which sector regulatory agencies may issue in advance. All imports clear through the Ministry of Finance's Customs Department (sole authority for both seaports and airports) via the Somali Customs Automated System (SOMCAS). Import duty is assessed per the Somali Customs Tariff Law of 2022, unless goods qualify as aid or hold a prior tax exemption.
