Imports into the Democratic Republic of Congo valued at FOB $2,500 or greater require pre-shipment inspection by Bureau Veritas (BIVAC), acting on behalf of the state inspection agency (OCC) alongside the customs administration (DGDA). A separate import license, issued via an authorized commercial bank against a pro forma invoice, is required for alcohol, medicines, and weapons regardless of value. Exempt from pre-shipment inspection: shipments below the $2,500 FOB threshold, live animals, fresh food (eggs/fruit/vegetables/fish/meat), newspapers/periodicals, and personal vehicles of returning DRC residents.
